Statement
The refinery and supporting facilities occupy approximately 60 acres of property in Paramount California. It supports several hundred employees and is one of the largest refinery operations in California as well as the Western United States. With continual growth since the 1930’s , the facility has expanded to encompass the majority of its property lines. This creates an inefficient workflow, in which employees must travel around the site to complete tasks. It also creates a separation in the culture and understanding of the plant’s various work components. Considering these four main issues—the need for new technology, safety for employees, upgrades to current standards, and a core cultural shift.
Strategy
The master plan was developed to include conceptual plan layouts for three groupings of building components. The first, a Refinery Operations Control Center component that joins three separate functions into one area: Administration, Central Control Room and Lab. Second, the Field Shelter component includes the Field Operators central facility and the Maintenance Shops. Third, the Stores/Training component joins the Supply/ Purchasing and Safety Training departments into one area. A small secondary component is a Gate House to become the entrance to the secured area for controlling all employees and visitors.
