Statement
The Master Plan was to create a mixed use development that encompassed an entire city block and that would accommodate approximately one million square feet of space. It would comprise seven main buildings, a parking garage that is five stories below grade to park approximately 2,500 vehicles with segregated secured parking. The complex is near the Bogota Airport in a thriving area and would knit the buildings together via an outdoor pedestrian mall people street. The goal was to create a memorable experience for both office workers and visitors alike while creating spaces that encourage connectivity with the urban fabric. The ultimate goal was to create a compelling masterplan and vision that would receive approval from city planning in order for the project to be sold to another developer.
Strategy
The process ultimately the critical ingredient to creating powerful statement. This included engaging in an onsite, week-long Visioning Charrette process in Bogota with all stakeholders and with collaborating with the client and PLACE Alliance to create an 11 story, mixed-use development complex consisting of retail on the plaza level and office space above. A hotel and residential components were integrated to create a city within a city environment. The Master Plan Vision was successful as it received planning approval and development sold to another party. The brief gained acceptance by:
expressing the rigor of an eight meter planning grid to create efficiency in local building trades
building connections with immense transparency
inserting active spaces to increase experience of entry, courtyard, water and light
observing the past with introduction of a people street
seeking precedents that introduce local and global elements
stratifying the mixture of forms of transportation of vehicle types
capitalizing on the horizontality of the site and reinforced through materiality, textures, scale and view sheds
informing the design with a ecological, sustainable and resilient green solution
integrating variety with and international culture to capture an international audience of retailers
establishing the beginnings of an architectural language tailored to the project
consider the off-site and in-site influences to make meaningful spaces
using progressive architecture and urbanistic planning to create experiential space
